Formula used
Tax = rate % × accommodation charge (宿泊料金) per night, all guests and rooms; ask the property what it includes × taxable nights.
Example: price ¥60,000 per night, 3 nights from 31 October 2026, Hotels, ryokan, simple lodging and minpaku in Kutchan Town → ¥5,400 in total.

Practical notes
- In Kutchan Town (which includes the Niseko Hirafu ski area) the Hokkaido tax and the town tax together are a uniform 3% of the accommodation charge (宿泊料金, the tax base named in the Ministry's consent), from 1 April 2026. The official sources we read do not say whether meals are excluded: ask the property.
- Other Niseko-area resorts are in different municipalities with their own rules: Niseko Town (a flat 3% including the Hokkaido tax from 1 November 2026), Rusutsu and Akaigawa (Kiroro). Each has its own page in the Japan accommodation tax section.
- There is no age exemption: only school trips and some nursery events are exempt.
